Student Emergency Financial Aid Grants

Higher Education Emergency Relief Funds (HEERF) 
30 Day Fund Report
June 9, 2020

  1. Messenger College signed and returned to the Department of Education the Certificate and Agreement for the Higher Education Emergency Relief Fund for Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act on April 24, 2020. This document is an assurance that MC has used, or intends to use, no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

  2. As of May 9, 2020, the total amount of funds MC has been awarded by the Department for Emergency Financial Aid Grants to Students is $20,880.

  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of June 8, 2020 is $0. The funds are currently unavailable due to a payment route flag that must be cleared before the funds can be drawn down and distributed.

  4. The estimated total number of students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 32. Students who are enrolled exclusively in an online program are not eligible and not included in this number.

  5. The total number of students who have received a Higher Education Emergency Relief Fund Grant to students under Section 18004(a)(1) of the CARES Act is 0 as of June 8, 2020.

  6. MC’s method to determine which students receive Higher Education Emergency Relief Fund Grants and how much they would receive under Section 18004(a)(1) of the CARES Act was based on eligibility and qualifying expenses requested in an application

  7. MC sent the following email to eligible students concerning the Higher Education Emergency Relief Fund Grants

    • On March 27, 2020, the CARES Act was signed into law. This Act provides grants to institutions such as Messenger College to assist its students who have experienced expenses related to the disruption of campus operations.


Messenger College has been awarded a grant relative to the CARES Act and will be distributing funds to affected students once the funds are available, but you must complete and submit an application in order to receive any money. The funds are intended to cover expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, health care, and child care).

The completed application must be received by the Director of Financial Aid no later than the end of the day on Monday, May 18*.  Once funds are distributed to students, late applications (received after May 18) will be considered if there are any funds remaining.

  • As of this date, $20,880 has been received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

  • All $20,880 of Emergency Financial Aid Grants has been distributed to students under Section 18004(a)(1) of the CARES Act as of this date. Emergency Financial Aid Grants were awarded to all 32 eligible students. All eligible students received a minimum of $325. Additional amounts were awarded based on amounts requested in the applications received.
